Mr. Miller has over 25 years of operational and tactical experience in the field of Law Enforcement, Homeland Security and Homeland Defense. During the last 19 years, Detective Miller has distinguished himself as a recognized specialist with NYPD’s Emergency Service Unit, the city’s most elite tactical, rescue, and WMD/Hazardous Materials division. As a key member of the FEMA NYTF-1 Urban Search and Rescue Team, Rich responded to a myriad of large-scale events and operations, including both World Trade Center attacks (1993 and 2001) as Lead Rescue and Recovery Team Member. Richard Miller is widely recognized for the first U.S. flag rising at Ground Zero (WTC), inspiring others throughout the country to do the same.

Scott has served the country for twenty two years and is considered a seasoned Special Forces Sergeant who has specialized in Counter Terrorism, Irregular Warfare, and Personnel Recovery Operations in the Middle East.  Scott was one of the first to deploy after 9/11 to OPERATION ENDURING FREEDOM in Afghanistan with the 5th Special Forces Group. Scott’s experiences in the policy, strategic design, and personal experience with veteran’s issue give him keen insight in the issues the Foundation faces.
